Pound steak in 1/4-inch thickness and cut into serving pieces
Combine 2 tbsp of the flour and salt
Dredge steak in flour and brown in hot oil in large skillet
Remove from large skillet and place in a lightly greased 13x9x2 inch backing dish
Add remaining 2 tbsp of flour to skillet drippings and cook for 1 minute stirring constantly
Add tomatoes, celery, carrots, and onion and cook until thickened, stirring constantly.
Stir in soy sauce and pour mixture over steak.
Cover and bake at 350° for 1 hour and 15 minutes or until steak is tender
